Failure to issue ceilings exposes red tape in Finance Department

GUWAHATI, April 1: Due to red tape in the Finance Department, to be specific, its Budget wing, many departments, contractors, school teachers and others have failed to get their funds on the last day of the financial year 2008-09. The Finance Department failed to issue ceilings of a number of departments, contractors and others on the last day of the fiscal 2008-09 yesterday. This incident has indeed punched holes in Chief Minister Tarun Gogoi’s tall claim on transparency in his administration. Chief Minister Tarun Gogoi is also the
Finance Minister of the State.

According to sources, files of various departments were lying in the table of one deputy secretary of the Finance Department from March 1 itself due to the usual red tape in the department. It was a chaos in the Finance Department in the last few days, and there were long queues in the department till late night yesterday, but the department could not issue the ceilings of many departments, contractors and others. The Kamrup Treasury office had to work till 12 last night to clear the funds, but even then the funds of a number of departments could not be paid.

This failure or negligence on the part of the Finance Department has spelt doom for the departments and contractors whose Budget allocations will have to go for Revenue Deposit (RD) needing another long official process for them to send their files to the Finance Department again.

Sources said the Finance Department had to issue ceiling till 5 pm yesterday, but could not complete a large number of them. There are also allegations that files of departments that had “understanding” with the Finance Department were issued ceilings. THE SENTINEL
