Civil servants decry frequent transfer

SHILLONG, Sept 16: ‘Security of tenure’ of the bureaucrats is focused by the State civil servants before Chief Minister D D Lapang and the Leader of Opposition Conrad K Sangma today. The two-day civil service meet held at Yojna Bhavan in Shillong today witnessed the civil servants expressing concern over random transfer, said Union Secretary P Trivedi and Chief Secretary Ranjan Chatterjee during their interaction with the press.

Trivedi said political leadership’s treatment to civil servants has an adverse effect on the functioning of the bureaucracy. “Frequent transfer of officers has badly affected the performance and delivery system, and this gets reflected in the government’s efficiency,” said Trivedi. On the performance and delivery system being considered as the benchmark for any government to prove its efficiency, the Union Secretary believes that talks about ethics, e-governance and other elements won’t have any bearing when there is no support from the political leadership. Chief Secretary Ranjan Chatterjee reminded the performance of the civil servants. “Individuals and politicians may come and ago, but our service for the people will have to stay”, stated the State Chief secretary. “Due to transfer of officers now and then even before they complete their tenures the people have to suffer,” he added.
