GUWAHATI, Oct 11: Terming the Master Plan 2025 as ‘unconstitutional’ and ‘anti-people’, the Guwahati Mati Pattakaran Sangram Samitee (GMPSS) has once again pressed the Government to reviews the plan in the greater interest of people. In a meeting of the branch committees of GMPSS held at the Bhagowati Prasad Barua Bhavan in Guwahati today, Samitee president Pranab Goswami said, ‘‘The final master plan is faulty and goes against public interests.’’
“When the Draft Master Plan 2025 was published two years ago, we had vehemently objected to the provisions of the draft plan, but unfortunately the Guwahati Metropolitan Development Authority (GMDA) did not bother to consider the objections filed,” said Goswami.
In fact, the GMDA had sought public opinion on the plan following the objections filed by the Samitee. Goswami said hundreds of objections and suggestions were filed by the citizens and other institutions protesting against the provisions of the draft plan. In this connection, a nine-member committee was constituted by the GMDA to consider the objections. But, the committee disposed off the objections and paved way for the approval and publication of the final master plan by the Asom Government in July 2009.
In this regards, the Samitee submitted a memorandum to Chief Minister Tarun Gogoi on September 1, 2009 and appealed to him to bring out a revised Master Plan by including the suggestions of the Samitee and experts, to conduct an impartial inquiry to identify the culprits who spoilt the Draft Master Plan, to instruct the Revenue Department to formulate a growth-oriented Land Policy, to take immediate steps to give pattas to families against the lands on which they have been residing for more than 20 years and to ensure proper use of funds received under JNNURM. But the Government has so far maintained silence on the matter. On this Goswami said, ‘‘We will further strengthen our agitational programme if the Government fails to take action in this regard.’’
Goswami further said, ‘‘GDD Minister Himanta Biswa Sarma’s dream to convert Guwahati into a high-tech city will never turn into reality. Moreover, Sarma’s statements on the issue reveals his immaturity as a politician.’’
In retaliation to the Government’s inaction on the matter, the Samitee has decided to organize a dharna on October 24, 2009 at Dighalipukhuri in Guwahati. In addition, a citizens meet will be organized on November 14, 2009 to discuss on the master plan and the future course of action.
